OTCnet Release 4.6 Overview

The U.S. Treasury Bureau of the Fiscal Service (Fiscal Service) Over the Counter Division (OTCD) is updating the Over-the-Counter Channel Application (OTCnet) to Release 4.6 in August 2023, which introduces the following updates:

System Updates

  • Modernize User Account, Identity Management, and Authentication: OTCnet replaced the user account and identity management tool IBM Security Identity Manager (ISIM) with SailPoint. All user accounts and identity management will be conducted in SailPoint and OTCnet. Users are now required to link their Personal Identity Verification/Common Access Card (PIV/CAC) to Common Approach to Identity Assurance (CAIA) or ID.me accounts to access the OTCnet online application.
  • Temporarily Freeze Data in OTCnet Security Reports: Information in security reports will contain information as of August 2, 2023. Any user creation or role modification conducted post August 2, 2023 will not be reflected in the Security Reports at this time. Access to the Security Reports will be restored in a future release.
