OTCnet 2026 User Recertification
The Federal Information Security Modernization Act (FISMA) requires the Bureau of the Fiscal Service to conduct an annual review of OTCnet users to ensure all accounts have the proper access. If not already finished, all OTCnet Primary and Local Security Administrators (PLSA/LSAs) must review and action their organization’s OTCnet user list in the SailPoint Recertification Tool. Security Administrators may refer to the instructions to finish this process provided to them by e-mail.
The deadline for finishing the 2026 Annual User Recertification for OTCnet is Friday, May 8, 2026. Failure to recertify OTCnet users will result in accounts being subject to deletion. If you have any questions or concerns, contact the OTC Information Security Recertification Team at 866-945-7920, option 3 or FiscalService_OTCRec@citi.com.
New Bureau of the Fiscal Service Website
The Bureau of the Fiscal Service has updated its corporate website at https://fiscal.treasury.gov. This update includes changes to the OTCnet website’s content design and URL/web address. Managing Users in OTCnet (Tuesday, April 21, 2026, 1:30 PM ET)
This session will focus on OTCnet user management. We'll review the required steps to authenticate and create new users in OTCnet and provision, modify, and remove user roles and endpoints. We highly encourage Primary/Local Security Administrators (PLSA/LSAs) and Accounting Specialists to attend this webinar and learn about best practices in user management.
OTCnet Deposit Processing Overview (Tuesday, May 12, 2026, 1:30 PM ET)
This session will review the Deposit Processing user roles and common workflows in the OTCnet application. We'll walk through how to accomplish tasks such as creating, modifying, confirming or rejecting a deposit and searching for a deposit and creating a credit/debit adjustment for a deposit. We highly encourage all Deposit Processing roles (e.g. Deposit Preparer/Confirmer) to attend this webinar.
