Additional points of interest:
 

  • Update regarding Section 14 of the Business Capabilities document, specifically focused on Operational Efficiency and Cost Optimization. The second sentence has now been revised to read:  “Provide comprehensive and transparent input cost information for all services and capabilities, identifying the actual cost of service delivery separately from overhead, administrative expenses, and profit or fee. In addition, provide performance data and operational metrics to enable the Government to optimize provider selection, service channels, and routing decisions based on both cost and performance.” Please refer to the Business Capabilities document available on the RPN FASP webpage.
     
  • The Bureau of the Fiscal Service will accept questions until August 17th, 2026. This extended deadline should provide banks and other financial institutions with more time to review the solicitation and submit any inquiries they may have.
     
  • The page limit for proposal submissions has been extended from 20 pages to 30 pages. This change allows applicants more room to fully articulate their ideas and provide comprehensive responses.

 

The Bureau of the Fiscal Service (BFS) is conducting a Financial Agent Selection Process (FASP) for the Retail Product Network (RPN). 

Information about the RPN FASP, along with the solicitation, can be found on the BFS website at https://fiscal.treasury.gov/rpn. Any questions regarding the application submission process must be submitted to the BFS by e-mail at RPNFASP@fiscal.treasury.gov no later than August 17, 2026.
  
The BFS intends to respond to all questions no later than August 17, 2026. Questions and answers and any supplemental information will be posted on this web page in a separate document linked below the solicitation document.

Unless a financial institution is notified in writing that the deadline for submission has been extended, the financial institution must submit its application by the deadline noted below regardless of any outstanding questions it may have.

Applications must be received by the BFS no later than 5 p.m. ET on Monday, August 24, 2026. Financial institutions should submit their PDF-formatted response to RPNFASP@fiscal.treasury.gov
