OTCnet Release 4.10 Overview

The U.S. Treasury Bureau of the Fiscal Service (Fiscal Service) Over the Counter Division (OTCD) is updating the Over-the-Counter Channel Application (OTCnet) to Release 4.10 in September 2024, which introduces the following updates:

System Updates

  • Addition of a Customer Support Contact Form in OTCnet Application: Users can contact the OTCnet Customer Service by submitting a form through the Contact link on the OTCnet homepage, which standardizes inquiries made to OTCnet Customer Service.
  • Distribute autogenerated “Welcome to OTCnet” Email to New OTCnet Users: Upon creation of a new OTCnet user account, users now receive an autogenerated email with training resources and essential contact information.
  • Batch Management Update: Users can search by OTC Endpoint in Batch Management for Check Processing to easily search across many endpoints.
  • Database Updates: The databases are upgraded to conduct maintenance clean up and improve performance. Previous check images remain in the OLTP database to prepare for an Image Archive solution.
  • Address Security Updates: Addresses security enhancements such as Java version compatibility, system upgrades, codebase improvements, and mitigation of security vulnerabilities.
  • Manage Role Combinability: The “Choose a Role” dropdown selection is refreshed based on selected and deleted roles, so that only valid role combinations can be provisioned. The ability to combine the Kiosk Operator role with other OTCnet roles is removed to ensure application security.
  • User Provisioning Updates: Security administrators can remove role/s of a newly imported user account through the new user’s email address. New user provisioning emails, a previous feature that notified PLSAs and LSAs of user requests to add or remove roles, is now paused and will resume in a future release.
  • Audit Log Details: Error details for card payments uploaded through the web service are captured in the audit log and Manage Process instance details. The audit log is updated so that administrative users can manage role requests for newly imported users without an OTCnet User ID.
  • Update getBatchStatus: The getBatchStatus XML response, after a failed Card Data upload, includes an invalid ALC/Merchant ID error (i.e. the ALC and/or Merchant ID does not exist in the database but is used in the card file).
  • Upgrade OTCnet Offline: The Java Database is upgraded to Derby version 10.17.1.0 to keep OTCnet Offline up to date.
  • Report Format Updates: The headers and footers of Deposit Processing Security reports are converted from Sensitive but Unclassified (SBU) to Controlled Unclassified Information (CUI) to correctly label the level of security in user reports. Security Reports are updated to enable field word wrap, removal of the phone number field, and field label change from Date Created to OTCnet Access Granted.
  • Add ACR User Verification Module: FRB Settlement Users can verify the validity of an Adjustment, Correction, Rescission (ACR) user to process ACR requests through Debit Gateway channels.
  • Decommission of EC601X scanner in Offline: The RDM EC601X check scanner is removed from the scanner dropdown field on the Offline Terminal Configuration page.
  • Update OLB: The OTCnet Local Bridge (OLB) is updated to version 2.7.0.1. This latest version requires Java version 11, 17, or 21.
