Executive Order 'Protecting America's Bank Account Against Fraud, Waste, and Abuse'
On March 25, 2025, Executive Order "Protecting America's Bank Account Against Fraud, Waste, and Abuse" was issued. Following a review, it was determined that several components of this Executive Order may affect ARC.
Notably, the order includes a directive that guidance will be issued within 180 days that directs all non-CFO Act agencies to transition their transactional financial management services to one provider approved by Treasury.
Executive Order 'Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement'
On March 20, 2025, a new Executive Order titled "Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement" was issued. The EO aims to consolidate federal procurement functions under the General Services Administration (GSA), but specific implications for Federal Shared Service Providers, like ARC, are unclear.
Also, we acknowledge we are in receipt of the memo issued by GSA on March 21st, which will be considered as part of our review.
Executive Order 'Implementing the President's 'Department of Government Efficiency' Cost Efficiency Initiative’
Under the President’s Executive Order 14222, Implementing the President's "Department of Government Efficiency" Cost Efficiency Initiative – Sec. 3. Cutting Costs to Save Taxpayers Money, agency heads were instructed to implement a centralized technology system with the capability to:
- Record payments about covered contracts and grants
- Include a brief justification from the agency approver for each payment
- Provide a designated agency official the ability to pause and review payments
Following the issuance of this Executive Order, ARC started identifying options to ensure compliance. But, before making any final decisions or initiating changes to ARC systems, we’ll be collaborating with Treasury representatives to assess potential impacts on governmentwide systems, which may shape ARC’s approach.
As decisions are finalized and timelines are confirmed, we will share updates accordingly. We value your partnership and understanding as we work to implement the necessary process and system changes required to comply with Executive Order 14222.
If your agency has a data call or other inquiry asking how you are planning to comply with EO 14222, you can respond stating “The agency uses ARC as its federal shared service provider for financial management services and will be using the standardized solutions ARC implements to meet these requirements."
ARC is working with representatives at Treasury and beyond to review and interpret these orders to determine if or how they may impact ARC's services.
