OTCnet Release 4.13 Overview
The U.S. Treasury Bureau of the Fiscal Service (Fiscal Service) Over the Counter Division (OTCD) is updating the Over-the-Counter Channel Application (OTCnet) to Release 4.13 in June 2025, which introduces the following updates:
System Updates
- Add Unauthorized RCC to ACR Reason Code: OTCnet now recognizes "Unauthorized Remotely Created Check (RCC)" in the Adjustment, Correction, and Recession (ACR) reason code list. This may occur when a remotely created check was not authorized in the amount stated on the check to the payee and does not bear a signature applied, or purported to be applied, by the person on whose account the check is drawn.
- Send Deposit Processing Notifications: Deposit Processing users will automatically be notified when a Financial Institution (FI) creates a deposit adjustment, rejects a deposit, or confirms a deposit.
- Update Post Batch Upload Process: The post-batch data populates the Batch and Application Type tables so that all old data from the upload file table is cleaned.
- Update OTCnet Offline: OTCnet Offline will be updated to version 4.13.0.
- Update CIR File Status Report Enhancements: Whenever a user generates a Collection Information Repository (CIR) File Status report, their request will be entered into the audit log. Users can filter by date when viewing the CIR File Status Report page. Additionally, the transmission summary in the CSV Report is included and the report’s security label is now Controlled Unclassified Information (CUI).
- Update Deposit Date Functionality: For deposits in OTCnet, the Date of Deposit is automatically assigned the current system date to reduce processing times and minimize the need for offset and replacement vouchers.
- Default to Read Only Voucher Date in Create Deposit: Upon creating a Foreign Currency or US Currency Deposit, the Voucher Date field is automatically populated with the current date that is Read Only in the system.
- Update New User Notifications: The new user notification functionality is updated so that migrated users do not receive the email when their roles are removed for the first time.
