Treasury Announces Additional Core Financial System in Financial Management Marketplace

April 21, 2025

The Department of the Treasury’s Bureau of the Fiscal Service (Fiscal Service) is excited to announce the addition of the Creoal-SMX Elevate FM Financials solution to the Financial Management (FM) Marketplace. Elevate FM Financials is a cloud solution built on Oracle Fusion Cloud ERP and compliant with federal standards and common requirements.

Creoal Consulting, a wholly owned subsidiary of SMX, joins CGI Federal in offering standards-based core financial systems to federal agencies through the FM Marketplace. The FM Marketplace, administered by the Financial Management Quality Service Management Office (FM QSMO), provides access to a variety of pre-vetted solutions and services to meet the evolving needs of federal agencies. Executive Order 14249, Protecting America’s Bank Account from Fraud, Waste, and Abuse, requires agencies to use the FM Marketplace when modernizing their core FM systems.

“The addition of another core financial system to the FM Marketplace is a key milestone that supports agencies’ efforts to modernize their core financial systems and move to standard solutions that will make the exchange of data, traceability, and financial reporting more streamlined and uniform,” said Tim Gribben, Commissioner of the Bureau of the Fiscal Service.

The Marketplace is positioned to support agencies in implementing requirements of the Executive Order and Treasury looks forward to continued growth and agency engagement. Currently, the Marketplace features more than 120 solutions and services from commercial vendors, federal providers, and Treasury’s Fiscal Service to support agency financial management needs. Agencies can directly procure commercial financial management solutions and services from the FM Marketplace using SIN 518210FM of the GSA Multiple Award Schedule (MAS), which serves as the contract vehicle.
