File Transmissions

File transmissions support a scheduled extract of collections data by download or system-to-system interface. Unlike online reports for which criteria may be selected at the time the user would like to view data, data from a download is based on criteria and a schedule established in advance by the agency.

CIR allows an agency to select what will be included in its file transmissions by both content and parameters. Content options will include:

  • Detail only
  • Summary only - deposit level data
  • Both summary and detail

The parameters that may be selected include:

  • Frequency of file generation
  • Selection criteria (ALCs, accounts, date range, collections systems, etc.)

XML Extract Files

The new Fiscal Service XML Schema version 5.0.1 is available for creating XML extract files. The new schema will provide more streamlined output and improved definitions of data elements within the XML schema. For the above link, you may download the files for the 5.0.1 schema as either a single zipped file, or as individual XSD (XML Schema Design) files. For further instructions on obtaining these files.

In the previous iteration of the CIR Extracts, the CIR TRS Trading Partner Agreement Schema was used in conjunction with the XML Schema version 4.3 to report data in the XML extract file when a data element was available for reporting but was not defined in the XML Schema version 4.3. The XML Schema version 5.0.1 has been updated to incorporate all data elements that were previously defined in the CIR TRS Trading Partner Agreement. If additional data elements are needed in the XML extracts, the Trading Partner Agreement is available to provide additional data.

Specifications

XML file specifications allows members of an agency's IT staff to understand and process the output that is produced because of an agency or other Receiving Trading Partner (RTP) user defining a scheduled extract within CIR.

Structure Samples

These XML files provide a sample of the structure reported for each the following collections systems: Electronic Check Processing (ECP), Card Acquiring Service (CAS), Pay.gov, Credit Gateway FEDWIRE, and Credit Gateway ACH. Specific values have been replaced with the description of the data that would be reported as meta data information. This may help agencies understand what data is reported in each data element depending on the collections system and the expected structure.

Please note that these are just samples. They do not provide every scenario that can be reported and they do not have any agency-specific values.

XML Notepad 2007

XML Notepad 2007 is a free XML reader available from Microsoft and available for download. If upon installation a message appears reading "This content might not be displayed properly", click the message bar and select "Show Restricted Content". You will then have the option to run or save XML Notepad 2007, whose file name is XmlNotepad2007.msi. Select "Run", then follow the prompts to complete the installation.
