Treasury's Bureau of the Fiscal Service, Governmentwide Solutions (GWS), is pleased to announce the 2026 GWS Virtual Symposium and Subject Matter Expert (SME) Workshops.
This year's theme, "The Power of Partnership: Celebrating 30 Years of DCIA Impact” recognizes the 30th anniversary of the Debt Collection Improvement Act of 1996 (DCIA) which transformed federal debt collection and strengthened financial stewardship across the government.
The Symposium and SME Workshops are free virtual events, and one registration provides access to all three days.
August 25 – Symposium
Hear from GWS executive leadership and program experts from Centralized Receivables Service (CRS), Cross-Servicing, and Treasury Offset Program (TOP). Other engaging sessions will highlight current operations, new initiatives, and emerging technologies impacting federal financial management and debt collection.
We look forward to your participation as we celebrate 30 years of DCIA and explore the future of federal debt collection.
August 26–27 – SME Workshops
Participate in specialized training sessions led by GWS subject matter experts. Workshops will provide practical guidance and insights on federal debt collection programs, policies, and services.
SME Workshop Schedule: Specific times for each course topic will be shared in advance. Registrants may select and attend only the workshops of interest.
- Centralized Receivables Service (CRS) Learn how the Centralized Receivables Service (CRS) helps federal agencies manage current, non-tax receivables, improve collections, and reduce delinquencies.
- Due Process An overview of due process requirements that agencies must meet before taking adverse debt collection actions. Topics include debtor notification requirements, responding to disputes, common compliance issues, and best practices.
- Treasury Offset Program (TOP) & Web Client Learn the fundamentals of the Treasury Offset Program (TOP), including referrals, due process, debt priorities, and use of the TOP Web Client application. This session is designed primarily for TOP Web Client users, but all attendees are welcome.
- Private Collection Agencies (PCA) Explore the role of private collection agencies utilized by Treasury’s Cross-Servicing program, including contractor responsibilities, agency oversight, and strategies for recovering delinquent federal debt.
- Administrative Wage Garnishment (AWG) A comprehensive review of administrative wage garnishment as administered through Treasury’s Cross-Servicing program. The session includes eligibility requirements, the referral process, employer responsibilities, and wage garnishment requirements.
- Department of Justice (DOJ) Litigation Referral An overview of the process for referring debts to the Department of Justice through Treasury’s Cross-Servicing program. The session covers the benefits of DOJ referral, types of debts eligible for referral, and examples of how agencies can help in the process.
