Debt Management is pleased to announce the 2022 Subject Matter Expert (SME) Workshops, which will be held on November 1-3, 2022. These online workshops are individual debt collection training courses led by Debt Managementfinancial management experts with the applicable subject matter knowledge. There is separate registration required to attend each workshop using the form below.

SME Workshops on November 1st


FY23 and Beyond: Initiatives and Innovation at Debt Management
Time: November 1, 2022 | 10:30 am – 11:30 am ET

This session provides updates on new financial management initiatives that may impact federal agencies and looks ahead at some of the new projects that are in store to improve operations and enhance customer service.

Due Process and Annual Debt Certification
Time: November 1, 2022 | 12:00 pm – 1:00 pm ET

Due Process

This training provides an overview of the due process required before taking adverse debt collection action. It covers basic notice requirements, how to respond to disputes, best practices, and common mistakes to avoid.

Annual Debt Certification

This portion of the workshop highlights requirements for the Annual Debt Certification Agreement. Every year, agencies are required to provide certification to the Bureau of Fiscal Service for each debt (or group of debts) referred to the Centralized Receivables Service (CRS), the Cross-Servicing Program, and the Treasury Offset Program (TOP).

Introduction to Cross Servicing
Time: November 1, 2022 | 1:30 pm – 2:45 pm ET

A 60-minute overview of debt collection fundamentals and a review of the tools and techniques used by Treasury’s Cross-Servicing Program. Among the topics covered will be debt collection legal authorities, portfolio management, and creditor agency responsibilities. This session serves as a good foundational component for those new to debt collection, a good refresher for those that are more experienced, and a nice preliminary course for participants attending other SME Workshops.

SME Workshops on November 2nd


Treasury Offset Program (TOP) & Web Client
Time: November 2, 2022 | 10:30 am – 11:30 am ET

An overview of the TOP program which will include debt priorities, the referral process, due process requirements, and accessing the TOP Web Client application.

Private Collection Agencies (PCA)
Time: November 2, 2022 | 12:00 pm – 1:00 pm ET

Detailed information on the roles and responsibilities of PCAs, and how they are used to maximize the collection of delinquent debt owed to the federal government. A PCA is a private sector entity that specializes in the collection of delinquent debt.

Administrative Wage Garnishment (AWG)
Time: November 2, 2022 | 1:30 pm – 2:30 pm ET

A comprehensive look at the AWG process administered by Treasury’s Cross-Servicing Program. AWG is a debt collection tool that allows a federal agency to order a non-federal employer to withhold up to 15 percent of an employee’s disposable income to pay a nontax delinquent debt.

Department of Justice (DOJ) – Litigation Referral
Time: November 3, 2022 | 10:30 pm – 11:30 am ET

An overview of the process for referring debts to the Department of Justice (DOJ). The session covers the benefits of DOJ referral, types of debts eligible for referral, and examples of how agencies can assist in the process.

TROR Live Walk-through
Time: November 3, 2022 | 12:00 pm – 2:00 pm ET

Conducted within the Treasury Report on Receivables (TROR) application. A live system walk-through of the form, and instructions for the data preparation and submission of the report. This session will cover important debt collection terms, financial reporting requirements, and provide line by line instructions for completing the TROR.
