Preventing Improper Payments and Protecting Through Do Not Pay
In August 2025, the Office of Management and Budget (OMB) released Memorandum M-25-32, providing guidance for agencies to access Do Not Pay more easily to prevent fraud and improper payments.

Bureau of Prisons Incarceration Data Source Implementation
Do Not Pay has added a new data source on federally incarcerated individuals published by the Bureau of Prisons. This data source allows federal agencies and states to ensure that payments are not made to certain incarcerated individuals where prohibited by law.
- The Bureau of Prisons (BOP) is a data source from the Department of Justice that contains information on incarcerated individuals under the jurisdiction of the U.S. Attorney General.
- To assist agencies with verifying whether an individual is incarcerated in a federal institution for the purpose of determining payment eligibility, BOP data was designated by the Office of Management and Budget for inclusion in Do Not Pay (DO NOT PAY) on May 12, 2021 (86 FR 26071).
- Agencies will be able to receive data on sentence lengths, place of confinement, federal register numbers, and more when matching against BOP using Do Not Pay.
