The Bureau of the Fiscal Service, Disbursing & Debt Management (DDM), is pleased to announce the 2025 Subject Matter Expert (SME) Workshops to be held on November 5, 6, 13, and 18-20, 2025.

The SME Workshops are a series of online training presentations led by DDM financial management experts with the related subject matter knowledge. Each workshop is designed to provide insights into debt collection and financial management processes.

Registration:  One registration provides access to all workshops.

Flexibility: Participants may select and attend only the sessions of interest.

Credits:  Workshops do not offer training credits or certifications.

Schedule: Specific times for each course topic will be shared in advance.

Capacity:  Space is limited.   Early registration is strongly encouraged.

The workshops include:

Centralized Receivables Service (CRS)

This training provides an overview of the Centralized Receivables Service (CRS). CRS is a service provided to the federal agency programs to help in the management of current, non-tax receivables. CRS increases collections and prevents delinquencies while allowing agencies to focus on their core missions.

Due Process + Annual Debt Certification

Due Process

This training provides an overview of the due process required before taking adverse debt collection action. It covers basic notice requirements, how to respond to disputes, best practices, and common mistakes to avoid.

Annual Debt Certification

This part of the workshop highlights requirements for the Annual Debt Certification Agreement. Every year, agencies are required to provide certification to the Bureau of Fiscal Service for each debt (or group of debts) referred to the Centralized Receivables Service (CRS), the Cross-Servicing Program, and the Treasury Offset Program (TOP).

Introduction to Cross-Servicing

A 60-minute overview of debt collection fundamentals and a review of the tools and techniques used by Treasury’s Cross-Servicing Program. Among the topics covered will be debt collection legal authorities, portfolio management, and creditor agency responsibilities. This session serves as a foundational component for those new to debt collection, a nice refresher for those that are more experienced, and a good preliminary course for participants attending other SME Workshops.

Treasury Offset Program (TOP) & Web Client

An overview of the TOP program which will include debt priorities, the referral process, due process requirements, and accessing the TOP Web Client application. This web-based training is for those individuals who have creditor manager and creditor staff security group access and gives a step-by-step overview of updating agency profiles, adding, and updating debt information, processing refunds and refund reversals, IRS address request and retrieving reports.

Private Collection Agencies (PCA)

Detailed information on the roles and responsibilities of PCAs, and how they are used to increase the collection of delinquent debt owed to the federal government. A PCA is a private sector entity that specializes in the collection of delinquent debt.

Administrative Wage Garnishment (AWG)

A comprehensive look at the AWG process administered by Treasury’s Cross-Servicing Program. AWG is a debt collection tool that allows a federal agency to order a non-federal employer to withhold up to 15 percent of an employee’s disposable income to pay a nontax delinquent debt.

Department of Justice (DOJ) – Litigation Referral

An overview of the process for referring debts to the Department of Justice (DOJ). The session covers the benefits of DOJ referral, types of debts eligible for referral, and examples of how agencies can help in the process.

TROR Live Walk-Through

A simulated system walk-through of the form, and instructions for the data preparation and submission of the report. This session will cover important debt collection terms, financial reporting requirements, and provide line by line instructions for completing the TROR.

POD/Dispute Processing

An overview of POD/Dispute Response process, and best practices for creditor agencies and Treasury collaboration.
