***IMPORTANT SBA COVID EIDL UPDATE***
Treasury cannot return COVID EIDL or COVID PPP loan debts back to the Small Business Administration. We are aware that there may be misinformation online falsely suggesting that Treasury may return these debts to SBA, please refer to our online resources for reliable information.
As of September 2025, SBA started referring delinquent COVID EIDL debts to the Bureau of the Fiscal Service’s Cross-Servicing program. Once referred, it may take up to 21 days for a demand letter to be mailed to you. To make a payment, please follow the instructions provided in the letter sent to you by Fiscal Service or a Private Collection Agency.
The Bureau of Fiscal Service cannot help with debts being serviced at a Private Collection Agency. If you have questions about a debt being serviced at a Private Collection Agency, please review your demand letter for contact information for that Private Collection Agency.
Loans in default remain eligible for offset through the Treasury Offset Program.

For specific questions about a debt that has been referred to Fiscal Service's Cross-Servicing program for collection, please contact the Cross Servicing Call Center between 7:30am – 5:30pm (Central Time) Monday to Friday for English. Spanish-speaking agents are available from 8:30am to 11:30am and 12:30pm to 3:30pm (Central Time).
If you have specific questions about a debt that has been referred to Fiscal Service’s Treasury Offset Program (TOP), you must call the referring creditor agency. If you do not know who that agency is, please call the TOP IVR.
