Treasury Offset Program – VHA Debts


In January 2017, Veterans Health Administration (VHA) began referring delinquent debts to the Bureau of the Fiscal Service’s full debt servicing program known as “Cross-Servicing” as required by the Debt Collection Improvement Act of 1996. One of the collection tools used by Cross-Servicing is the Treasury Offset Program (TOP), which offsets federal and state payments to collect debts.

Recently a significant number of letters were sent out which informed individuals that a payment may be intercepted through TOP to a pay a delinquent debt. The letter identified Bureau of Fiscal Service as the agency you owe because we are servicing the debt on behalf of the Veterans Health Administration (VHA). Some of these letters erroneously indicated offsets would begin occurring in 2001 instead of 2017, if the debt was not resolved. The rest of the information in the letter was correct. We apologize for any confusion this created.

The letter also informed the individual that to avoid the offset of a future payment, the individual could contact the Debt Management Servicing Center to make arrangements to pay the debt(s) at the number provided in the letter.

However, we are experiencing an extremely high volume of calls, which has resulted in a longer than normal wait time. We are working to improve our ability to serve you better.

We will be extending our operational hours at the call center to include Saturday hours, beginning on March 25. Agents will be available to take calls for VHA debts from 8:00 a.m. CST to 4:00 p.m. CST on Saturday in addition to our regular weekday hours of 8:00am CST to 5:00pm CST.
