Issues Resolution Committee (IRC) Meeting Minutes

June 3, 2010

GENERAL ITEMS:

This meeting was held at the White House Conference Center, 726 Jackson Place, Washington, DC.

Kathy Winchester (FMS) opened the meeting and reviewed the agenda. She requested that attendees introduce themselves and provide their organizational affiliations.

AGENDA ITEMS:

Gwendolen Marshman (FMS) reviewed the handout for the USSGL Crosswalk – Reclassified Balance Sheet for the Closing Package for Fiscal 2010 Reporting. She discussed changes related to USSGL account additions and deletions. She also indicated line number changes, heading changes, and footnote additions, deletions, and changes.

Karl Foltz (FMS) reviewed the handout for the USSGL Crosswalk – Reclassified Statement of Net Cost for the Closing Package for Fiscal 2010 Reporting. He discussed USSGL account additions and deletions and addition of a footnote. USSGL accounts 5314, "Dividend Income Accounted for Under the Provisions of the Federal Credit Reform Act"; 5315, "Contra Revenue for Dividend Income Accounted for Under the Provisions of the Federal Credit Reform Act"; and 5922, "Valuation Change in Investments for Federal Government Sponsored Enterprise," initially were not included, but they will be added to line 10.

Edwin Walker (FMS) reviewed the handout for the USSGL Crosswalk – Reclassified Statement of Changes in Net Position for the Closing Package for Fiscal 2010 Reporting. He discussed USSGL account additions and deletions and changes to the footnotes. The USSGL staff will add USSGL account 5923, "Valuation Change in Investments – Beneficial Interest in Trust" to line 5.7 and will change footnote 8 to footnote 9. Footnotes 6, 7, 8, and 9 were added, and footnotes 5 and 6 were deleted.

Michele Crisman (FMS) reviewed the handout for the Fiscal 2010 USSGL Account Attributes for FACTS II Reporting Used on a Budgetary Crosswalk. She indicated that all shading was eliminated. The headings were changed to "Attributes Supplied by the Agency" and "Attributes Supplied by FACTS II." Footnote 2 was eliminated. USSGL account domain value "E" (expired for TAFS Status Attribute) was added to USSGL account 4620, "Unobligated Funds Exempt From Apportionment."

Michele also reviewed the handout for the Fiscal 2011 USSGL Account Attributes Required for FACTS II Reporting of Detailed Financial Information. She indicated that all shading was eliminated. USSGL account 4193, "Balance Transfers – Unobligated Balances – Legislative Change of Purpose" mirrors USSGL account 4170. The USSGL staff will add a "Y" to USSGL account 4370, "Offset to Appropriation Realized for Redemption of Treasury Securities."

Karen Metler (FMS) reviewed the handout for USSGL Crosswalks for Fiscal 2010 Reporting – SF 133 Report on Budget Execution and Budgetary Resources: Budget Program and Financing (P&F) Schedule Prior-Year Actual Column. She discussed highlighted additions and deletions of USSGL accounts and attributes in conjunction with the old and new SF 133 and P&F line numbers.

Karen also reviewed the handout for USSGL Crosswalks for Fiscal 2011 Reporting – SF 133 Report on Budget Execution and Budgetary Resources: Budget Program and Financing (P&F) Schedule Prior-Year Actual Column. Karen again discussed highlighted additions and deletions of USSGL accounts and attributes in conjunction with the old and new P&F line numbers. She noted that for the fiscal 2011 crosswalk, the column with the old SF 133 line numbers has been removed. It had been included on the fiscal 2010 crosswalk as an informational courtesy for 1 year. The same informational courtesy will apply to the old P&F line numbers. The fiscal 2011 crosswalk will include them for 1 year. She also added that FACTS II will remove the old SF 133 format from the system as well.

Karen then reviewed the handout for USSGL Crosswalk – FMS 2108: Year-end Closing Statement – Unexpended Balances, Investments, and Imprest Funds for Fiscal 2010 Reporting. She discussed the highlighted areas related to the borrowing source attribute for definite and indefinite borrowing authority.

During her review of the handout for USSGL Crosswalk – FMS 2108: Year-end Closing Statement – Unexpended Balances, Investments, and Imprest Funds for Fiscal 2011 Reporting, Karen discussed the highlighted area related to the addition of new USSGL account 1125. She also covered updates to the Borrowing Source attribute for Definite and Indefinite Borrowing authority.

CLOSING REMARKS:

Kathy thanked everyone for attending and said that an IRC meeting would not be scheduled until the USSGL TFM has been updated.
